How we build this data

Our budget desk maps every unclassified line in the Department of War's FY2027 procurement (P-1) and research and development (R-1) exhibits to one capability market. Each line links to the exhibit it comes from.

  • What's in it. The investment accounts: procurement and RDT&E. Operations and maintenance isn't included. Classified programs appear as one total.
  • FY26 enacted. The enacted appropriation, plus the spend plan for the 2025 reconciliation act (P.L. 119-21).
  • FY27 request. Discretionary, which the annual appropriations bills fund, and mandatory, which needs separate legislation that Congress hasn't passed. None of the request is enacted, so the charts show it hatched.
  • Markets. Interceptor rounds (PAC-3, THAAD, SM-3, SM-6) count as munitions. Nuclear modernization takes Columbia, B-21, Sentinel, LRSO and NC3, so those programs aren't in shipbuilding or crewed aircraft. The Drone Dominance and DAWG lines count as uncrewed systems. Industrial base money (DPA, IBAS, the Office of Strategic Capital) is financing, so it's shown apart from the capability markets.
  • Committee marks. The House Appropriations, House Armed Services and Senate Armed Services committee reports, matched line by line to the discretionary request.
  • Corrections. Write to [email protected].
