Raytheon and Lockheed Martin lead Golden Dome office contract obligations

Contracts naming the Golden Dome office as funder recorded $2.9 billion in obligations through June. Those records do not identify which Treasury account paid.

In this Assessment

Through June 30, contract actions naming the Golden Dome for America office as funder recorded $2.9 billion in obligations.1 Separately, the Golden Dome for America Fund, Treasury account 097-3007, obligated $11.2 billion.2 The office records do not identify the Treasury account, so they cannot establish how much of that fund reached the named recipients.1, 3

The Department of War's spending plan for last year's reconciliation law, P.L. 119-21, put $21.1 billion into the Golden Dome for America Fund.4 The regular fiscal 2026 appropriation added nothing.4–5 By Aug. 31, the department had obligated $20.0 billion of it.3

The fund obligated most of its money in June and July

The Golden Dome fund obligated $16.2 billion in June and July

Research and development contracts took $13.9 billion of the obligations through Aug. 31. Advisory and assistance services took $3.7 billion.3

Raytheon and Lockheed Martin lead the office contract records

USAspending, the government's spending database, ties $7.8 million of the fund's obligations to specific awards.3 Separately, actions in the Federal Procurement Data System, the government's contract record, list Golden Dome for America as the funding office.1 They total $3.1 billion across 22 recipients, signed from March through July, with July's Department of War records still clearing the hold.1, 6

The two largest are Missile Defense Agency orders for the Next Generation Missile Defense Radar, issued in May. Actions naming the Golden Dome office as funder on those orders total $1.13 billion for Raytheon and $732 million for Lockheed Martin.7–8 Neither order appeared in the department's daily contract announcements, which list contracts valued at $7.5 million or more.9 Since late January 2025, those announcements have named Golden Dome in one award, a support contract worth up to $47 million with no funds obligated at award.9–10

Orders that list another office as funder fall outside the count

The first order on each radar award, $939 million together, lists the Missile Defense Agency as funder, so our count leaves it out; the record doesn't say which account paid.7–8 The department also doesn't report "Contracts, agreements, or orders that are themselves classified" to the contract record.6

Space awards whose releases name Golden Dome carry about $5 billion in potential value

Space Systems Command says it awarded 20 other transaction agreements to twelve companies for the Space-Based Interceptor program, which it runs "in support of Golden Dome for America". Their potential combined value is up to $3.2 billion. The release names eleven of them: Anduril, Booz Allen Hamilton, General Dynamics Mission Systems, GITAI USA, Lockheed Martin, Northrop Grumman, Quindar, Raytheon, Sci-Tec, True Anomaly and Turion Space.11 As first published in April, it also named SpaceX.12 The command says no additional information will be available "at this time due to operational security requirements regarding the SBI program."11

In July the Space Development Agency awarded L3Harris about $955 million and Sierra Space $798 million in potential value for missile warning, tracking and defense satellites. It says the award "supports Golden Dome for America’s space-based capabilities."13 Neither release says which account pays, and potential value isn't money obligated.11, 13

The disclosure hold limits how soon contract records can appear

For fiscal 2027, the department asks $17.5 billion for the fund, almost all of it mandatory money it lists in its reconciliation request.4, 14 Gen. Mike Guetlein, Director of Golden Dome for America, spoke at the Space and Missile Defense Symposium in August of "the $185 billion we need to deliver Golden Dome."15 That is about nine times what the fund holds.4, 15

The office contract records so far point to two radar primes, Raytheon and Lockheed Martin.7–8 Space Systems Command's release names eleven of the twelve companies holding interceptor agreements.11 The 90-day hold for July contract actions expires by Oct. 29 and for August actions by Nov. 29.6 Those dates permit another look; they do not guarantee additional Golden Dome awards or complete reporting.
