The Commission expects the projects to mobilize €1.26 billion in industrial investment. It expects that investment to support production at 17 sites across 14 EU member states and Norway.1

These are the first eight projects under the European Defence Industry Programme’s Industrial Reinforcement Action pillar, which has more than €700 million allocated to it. They come from the pillar's first call dedicated to energetic components, which builds on the Act in Support of Ammunition Production, an emergency instrument addressing immediate production bottlenecks.1

Two projects have allocations of €30 million each: ROCMAN, for solid fuel rocket motors for missiles, and THUNDER, for military-grade TNT. Other allocations cover military-grade nitrocellulose, loitering munition warheads and explosives, small turbojet engines for missiles and drones, 155mm base bleed and small-calibre cartridges.2

From 2027, the Commission expects the projects to reduce manufacturing times by up to 90%. It also expects them to enable annual production of 200,000 loitering munition warheads, among other outputs.1

Aventra plans to take its balloon-deployed Piranha into low-rate initial production

Konvoy led a $17.5 million round, which includes a Western Alliance Bank funding facility of undisclosed size. Aventra's CEO says it has secured first delivery contracts, without naming buyers.

Aventra Defense Systems, founded in 2025, announced a $17.5 million strategic fundraise on Oct. 6 and listed five priorities for the new capital. First is scaling Piranha "from field-evaluation quantities into low-rate initial production," expanding capacity at its Herndon, Va., production facility.1

CEO Michael Weigand says Aventra took Piranha "from concept to field deployment overseas" in under a year and "secured our first series of delivery contracts." Aventra's announcement names no buyer, contract number or value for them, which leaves a production plan without a named customer.1

The company calls Piranha its low-cost, balloon-deployed autonomous precision payload system. Weigand says the approach uses high-altitude balloons and stratospheric air currents to carry mass downrange "without burning fuel," at "a fraction of the cost of conventional standoff munitions."1 Aventra says Piranha went into operator hands in the Army's Arcane Thunder 26 exercise and in closed evaluations, exercises and combat tests with additional U.S., allied and partner units. Across 400 flights, it says, the system demonstrated autonomous stratospheric reentry, long-range glide and precision kinetic and intelligence, surveillance and reconnaissance (ISR) effects.1

Konvoy, a Denver firm investing out of its $150 million Fund III, led the round. Existing investor Lavrock Ventures participated alongside new investment from Booz Allen Ventures, Sands Capital and Langford Industries, and Western Alliance Bank provided a funding facility.1

The plans also reach past Piranha. Another priority is to start development of a new, unannounced platform, and the company says the round expands its roadmap with new offerings in long-range strike, one-way attack and ISR markets.1

One more of the five priorities sets the next thing to watch: expanding flight test and demonstration campaigns with additional services, combatant commands and allied partners. Which of them take part would show how far testing of Piranha extends beyond the Army's Arcane Thunder 26 exercise and the closed evaluations Aventra describes.1

Clarification, October 7, 2026: The headline changed from “Aventra raises $17.5 million to scale production of balloon-deployed Piranha” to “Aventra plans to take its balloon-deployed Piranha into low-rate initial production”. The summary now reads: “Konvoy led a $17.5 million round, which includes a Western Alliance Bank funding facility of undisclosed size. Aventra's CEO says it has secured first delivery contracts, without naming buyers.” Revision notice clarified October 11, 2026.

A portion of the funding would come from money already provisioned in Canada's fiscal framework. The proposed funding would support an existing procurement effort: the budget reports that the initiative's first contract was awarded in 50 days.2

The initiative was announced July 23, 2026, and is co-led by the Defence Investment Agency. It is intended to supply uncrewed and counter-uncrewed capabilities to the Canadian Armed Forces and Canadian Coast Guard. The budget says it provides access to nearly 400 trusted Canadian suppliers and supports cooperation with allies and partners such as Ukraine.2

The funding is intended to accelerate the discovery, acquisition and deployment of uncrewed and counter-uncrewed capabilities. The initiative's marketplace is meant to provide a pathway for Canadian technologies from concept to operational testing and, where they meet defence requirements, into production.2
