The government intends this investment and lending across the defense supply chain to help strengthen the UK’s defense industrial base.1

Elsewhere in the Budget, a recapitalization will increase the British Business Bank’s total financial capacity by £5 billion. The Budget does not specify its relationship to the deployment commitment. The recapitalization will support a new venture debt product for innovative firms, including defense and dual-use technology companies.1

The government is also launching an Innovative Defence Financing Taskforce to maximize the contribution of private and international finance to UK defense and to advance procurement reforms that support innovative financing.1

Also announced

  • The UK, Netherlands, Finland and Poland will begin treaty negotiations on the Multilateral Defence Mechanism to aggregate demand for joint procurement, respecting national processes and aiming for operation in 2027.1
  • The Budget cites a 2030 target date for defense spending of 3% of GDP. The UK’s NATO commitment is 3.5% of GDP by 2035.1
  • The Budget identifies funding for the remaining £4.7 billion of the £15 billion announced in June for the Defence Investment Plan. The £15 billion covers 2026–27 through 2029–30. Planned 1% departmental capital budget reductions would raise £3 billion. They would apply from 2027–28 through 2029–30. A further £1.7 billion would come from unallocated contingency in the Treasury’s capital Reserve over that period.1

The government plans a pipeline of private finance opportunities, including public-private partnerships where they offer value for money. More detail is due in the forthcoming Defence Financing and Investment Strategy; the 2027 spending review will set out the defense-spending path.1

A portion of the funding would come from money already provisioned in Canada's fiscal framework. The proposed funding would support an existing procurement effort: the budget reports that the initiative's first contract was awarded in 50 days.2

The initiative was announced July 23, 2026, and is co-led by the Defence Investment Agency. It is intended to supply uncrewed and counter-uncrewed capabilities to the Canadian Armed Forces and Canadian Coast Guard. The budget says it provides access to nearly 400 trusted Canadian suppliers and supports cooperation with allies and partners such as Ukraine.2

The funding is intended to accelerate the discovery, acquisition and deployment of uncrewed and counter-uncrewed capabilities. The initiative's marketplace is meant to provide a pathway for Canadian technologies from concept to operational testing and, where they meet defence requirements, into production.2

The funding is intended for drones, missiles, radars, electronic warfare systems and air defense ammunition.1

Earlier defense payments included €3.9 billion on June 30. That payment went toward a tranche of around €6 billion dedicated to drone procurement.3 A further €3.3 billion payment on Sept. 18 covered drones and missiles.4

The latest defense disbursement accompanied €3.7 billion in budget support, Ukraine’s second macro-financial assistance installment for 2026.2 Ukraine met all 12 policy conditions required for that budget payment.1

The payment brings disbursements under the loan’s defense leg to €16.4 billion. Another €11.9 billion is available under the loan for the rest of 2026 to support Ukraine’s defense industrial capacity, with release subject to the required conditions.1
