Japanese partners use Maven on Pacific mission network, Breaking Defense reports

Japanese partners are using the AI-enabled planning and targeting platform to contribute to joint strikes, a US Indo-Pacific Command official said, Breaking Defense reported.

A US Indo-Pacific Command official cited Japanese partners’ first use of the Maven Smart System as an example of partners using shared warfighting applications, Breaking Defense reported.1

Maven is embedded in the PACOM Mission Network, which lets US forces and partners share data and mission planning tools securely across classification to jointly conduct operations or prosecute targets, the outlet reported.1

Brig. Gen. Michael Smith, the command’s director for command, control, communications, computers and cyber, described the Japanese use at the TechNet Indo-Pacific Conference on Oct. 29. Japanese users are contributing to joint strikes through Maven, he said. Breaking Defense did not report whether the Japanese use came during exercises or operations.1

Lt. Gen. George Rowell, the command’s deputy commander, said the mission network was used in several exercises over the past year, without specifying how many.1

Smith described 2026 as the first year all the command’s capabilities were in a multilateral environment where partners used warfighting applications and tools with US forces and shared a common operational picture, Breaking Defense reported. That shared environment still coexists with some legacy bilateral systems and networks, he said.1

Responses are due at noon Central on Oct. 30, replacing the original Oct. 26 response date. Respondents are asked to provide a rough order of magnitude estimate and a capabilities statement. The notice lists New Orleans as the place of performance and refers to an attached performance work statement for details.1

The search follows an Oct. 16 Marine Corps message adding Marine Forces Reserve Command to the units covered by its Maven Smart System enterprise license. The message says that, effective Oct. 1, the Marine Corps is licensed for unlimited access across all applicable networks for all commands and organizations. It addresses field service representative support through a separate addendum.2

The revised notice opens the sources-sought effort to small businesses beyond the HUBZone category.1 It identifies demand for Maven field support at a command newly included in the enterprise license, although the posted description does not explicitly connect the two developments.1–2

The Corps acquired an enterprise license for unlimited access through SIPRnet (IL-6 cloud) in August 2025 for specified commands and organizations.2 The expanded coverage adds Marine Forces Reserve Command, which the earlier guidance had left for a subsequent iteration.1–2

Commands are encouraged to designate MSS implementation leads, and an updated implementation plan will be published separately.1

Assigned and attached personnel at any echelon within covered commands can obtain MSS accounts in domains where they have authorized access. Fleet Marine Force headquarters and functional and geographic Marine Forces Command headquarters receive accounts through their associated combatant command headquarters.1
