The facility would give NATO allies operating PAC-3 interceptors a regional site for repair, refurbishment, lifecycle support and recertification, according to Lockheed Martin.21

The Department of War said Germany, the Netherlands and Sweden will lead critical supply chain integration.1 Under Secretary of War for Acquisition and Sustainment Michael P. Duffey said allies are investing national resources to establish the sustainment capability.1

Defense News reported that European allies are advancing talks with the United States on possible local production of PAC-3 MSE interceptors. Germany, Poland and Ukraine, among others, have lobbied Washington to allow domestic manufacturing, the outlet reported.3

The department expects regional maintenance, repair and overhaul to shorten turnaround times and improve operational readiness for allied air and missile defense forces. Neither the department's nor Lockheed Martin's Oct. 27 release gave an opening schedule for the facility.1

Ukraine would pay with donations from Canada, Germany and Norway through the JUMPSTART program, plus national funds financed by the European Union’s Ukraine Support Loan. No U.S. funds are involved in the proposed sale.1

Ukraine requested 500 PATRIOT Advanced Capability-3 Missile Segment Enhancement missiles. The package also includes spare parts and related logistics and program support, so the estimated total covers more than the missiles themselves.1

State says the proposed sale would sustain Ukraine’s existing PATRIOT system operations against ongoing aerial threats and would have no adverse impact on U.S. defense readiness. The approval covers a possible sale; the notification gives no contract award or delivery schedule.1
