The Tactical Communication Systems Procurement, Services & Sustainment call seeks vendors for a planned 10-year enterprise acquisition framework supporting Next Generation Command and Control (NGC2). Its scope spans procurement, testing, fielding and lifecycle sustainment of both legacy systems and emerging transport hardware and software.1

The Army seeks a mix of single-award indefinite delivery, indefinite quantity contracts and/or other transactions.1 Questions and comments are now due Nov. 4 at 4 p.m. EST. The government says it will provide consolidated answers after receiving the questions.1

The extension gives vendors more time to prepare for a planned acquisition framework spanning procurement through lifecycle sustainment. The Army is asking vendors for a plan to incorporate post-quantum cryptography compliant algorithms and achieve National Institute of Standards and Technology validation by Dec. 31, 2030.1

Shift5 says it joined the effort in February through Anduril Industries, integrating its platform with Lattice and supporting live demonstrations during the Army's Ivy Sting and Project Convergence exercises.1

Shift5's release does not specify the award date, contract type, contracting party or whether the value is a ceiling or obligated funds.1 The Department of War's daily contract announcements for Oct. 15 and Oct. 16 do not list Shift5.2–3

The company says its platform collects and translates operational data from military weapon systems regardless of asset type or protocol. It delivers mission-critical alerts to soldiers and continuous data streams to situational awareness and logistics applications, according to Shift5. CEO Toby Magsig said in the company's Oct. 15 release: "By delivering near real-time visibility into every platform, the Army can make faster, more informed sustainment decisions at enterprise scale."1

AIR, formerly Govini, puts a $200 million value on its Army NGC2 contract

The Army valued the first year of its NGC2 application awards at about $93.6 million combined. AIR's release doesn't say whether its $200 million is a ceiling.

AIR, the company formerly known as Govini, said Monday that the Department of War has awarded it a $200 million, five-year contract supporting the Army's Next Generation Command and Control (NGC2) ecosystem.1–2 On Oct. 7 the Army named AIR among nine vendors receiving initial NGC2 application awards.3

Six of the other names, all but Onebrief and Rune Technologies, match contracts the department announced Sept. 29, though those announcements don't mention NGC2.3–4 General Dynamics Mission Systems, Air Space Intelligence, Immersive Wisdom, LMI, Mente Systems and Stilman Advanced Strategies each received a $99 million firm-fixed-price, indefinite-delivery/indefinite-quantity contract for "commercial technology offerings."4 The Army's collective first-year value for the application awards, about $93.6 million, is less than the face value of any one of them.3–4 All six were awarded by Army Contracting Command at Aberdeen Proving Ground, Md., and are estimated to run through Sept. 30, 2031.4

AIR's stated $200 million is about twice any one of those contracts.1, 4 Its release doesn't name a contracting office, contract type or obligated amount, or say whether this is the award the Army announced.1 AIR, Onebrief and Rune Technologies don't appear in the department's daily contract announcements from Sept. 29 through Oct. 13.14

AIR says its Enterprise Readiness platform has provided software to NGC2 since the program's inception and gives commanders forward-looking visibility into supply stocks, unit capacity and overall force readiness. Building on field trials with the 4th Infantry Division, AIR says it will deliver NGC2 software with Army and industry partners, starting with I Corps.1

Funding under the six contracts is set with each order, so their orders, and any department listing for AIR's award, are the documents that would show how much money reaches each company.4, 14
